The idea and inspiration of brother Mohd. Kassim Shah, a teacher at the Methodist Boys' School, Jalan Hang Tuah, Kuala Lumpur, as Chairman of the Budi Arts Association affiliated with the Kuala Lumpur District Youth Standing Conference (PTBD). In 1964 PTBD included 21 associations under the Department of Social Welfare. Brother Mohd Kassim Shah is a leader who is interested in social affairs, welfare and homeland politics, where he was once the Head of the UMNO Youth Movement of Setapak Division, Kuala Lumpur.

PTBD was established by the government in each district across the country where the structure is concentrated in one district with the aim of all youth associations participating in PTBD in the Department of Social Welfare (JKM) receiving contributions and assistance from JKM for their activities. At that time, the youth organization Malaysia Association of Youth Council (MAYC) played a role at the national level and PTBD played a role at the district level only.

In 1965 there was a shift in all associations and purchasing organizations throughout the country placed under the Ministry of Culture, Youth & Sports headquartered at no. 165, Jalan Ampang, Kuala Lumpur. At that time the late Dato' Engku Mohsin Abdul Kadir was the Junior Minister of KBS.

Before 4B, MAYC was established for the interests of the colonialists so that the youth leaders would not get involved in politics where at that time the UMNO youth were eager to liberate the country. After the leadership of MAYC was taken over by YM Tengku Abdullah who is the younger brother of the Yang diPertuan Agong Pertama, there is no national youth body, only MAYC moves together with youth coalitions and has received various benefits from the government as not a political party.
