Governments around the world are working hard to improve administrative transparency and advocate civic participation in public policy making. Opening government data will improve inter-organization data exchange, improve administrative efficiency, satisfy requirements of the people, and empower citizens to monitor government operations. Faced by waves of cloud computing and mobile services, the Executive Yuan's 4th phase e-Government program is aiming at making the most of private sector's limitless innovation, integrating and employing government open data, promoting government data based value added application, and developing cross-agent citizen convenience service program with limited government resources. Government open data may improve administrative transparency, improve citizen living quality, meet industrial requirements, and better government agencies' decision-making quality. Resolution of the 3322 Yuan Meeting asks individual government authorities to look into applications of the publics, consider user side requirements and take machine reading interface necessity into account when making plans. Agencies of the Executive Yuan are now ramping up government open data efforts in steps of "personal and business use of open data", "free service as the norm and paid service as the exception", "large scale, auto, and systematic release and exchange of data" focusing at the 4 policies of "progressively open and people's livelihood priority", "shape up open data guidelines", "advocate sharing platform (Data.gov.tw)" and "service demo, advocacy and promotion". Open data are focused at those ease and enhance living quality of people including food, health, housing, movement, education and entertainment, employment, culture, and economic development. The objective is to empower cross-agency and private sector collaboration and service innovation and create triple wins for the public, government and industry.
