The Ministry of Entrepreneur Development & Cooperatives (MECD) was established in 2004 as the main agency for the development of Bumiputera entrepreneurs. The history of MECD began with the establishment of the Ministry of Coordination of Public Corporations (KPPA) in 1974 which was later changed to the Ministry of Public Enterprises (KPA) in 1976. KPA is responsible for supervising and coordinating public enterprise agencies such as Majlis Amanah Rakyat (MARA), Perbadanan Pembangunan City (UDA) and State Economic Development Corporation (PKEN).

The establishment of the Ministry of Entrepreneur Development on 8 May 1995 to replace the KPA aims to focus and place special emphasis on the development of Bumiputera entrepreneurs to accelerate the achievement of the goal of establishing a Bumiputera Trade and Industry Society (MPPB). The reorganization of the ministry as on 27 March 2004 shows that the Ministry of Entrepreneur Development has been given a new name, the Ministry of Entrepreneur Development and Cooperatives with additional responsibilities for the Cooperative Development Department, the Malaysian Cooperation College and Bank Kerjasama Rakyat Berhad.
